Search and Replace MS 2007 doc

I'm doing a batch replace using a csv file.
I have a MS word doc that contains various markers <> that I need to replace.
The text to replace is <Label>
I want to replace the text with <NewText>
There are multiple markers like this is the file.
The <> need to be retained.
My problem:
Not all text is replaced. Some get replaced and others dont.
Any suggestions?
